Pharmacy regulation has traditionally relied on prescriptive, rule-based frameworks that specify exactly what pharmacists and pharmacy technicians can and cannot do. As the profession evolves and pharmacists take on expanded clinical roles, many boards of pharmacy are exploring whether a standard of care model offers a more flexible and responsive approach to regulation. This continuing education activity examines that shift from the perspective of a practicing regulator.

Learners will gain firsthand insight into how Idaho implemented this model, including the policy decisions, stakeholder considerations, and practical challenges encountered along the way. Speakers will also discuss trade-offs involved — weighing the benefits of professional flexibility against the complexities of applying a less prescriptive standard in real-world practice settings.
